The parents of children in San Francisco’s schools have been presented with a proposal for “quality-equality education” which includes a measure of integration. There has been unprecedented public turmoil revolving around this proposal. The JCRC feels that the prime question at this moment is whether San Franciscans can handle the public discussion of a controversial issue rationally, within an orderly and democratic process. This schools proposal is a critical test.
